In my last article I wrote about the 37% increase we are facing if we maintain our current health insurance coverage in the States. Since retiring last summer we have relocated our stateside residence from from California to the state of Washingtion where we have a comfortable 40′ fifth wheel parked on my brother’s property in Newport.

However we have been in San Felipe since the first of the year and are considering remaining here through the summer. With that in mind we are also exploring our options for health insurance here in Mexico. I have been corresponding with an agent for the last week and was originally quoted a cost of about $3900 annually but their system was undergoing revision over the weekend and when it was completed the cost had jumped to $4800.

Obviously Mexico too is impacted by inflation in medical costs however, this still pencils out to only $425 month for the both of us which is half of what we have been paying. The coverage is quite comprehensive and includes a private room if we require hospitalization. The deductible is about $600 or $700 per illness and this does not cover office visits but does cover surgeons, anesthesiologists, medication etc.

I have talked to many Americans currently living here in Mexico and so far I have heard nothing but good about the local doctors and the care they have received here in town but I have not encountered anyone who has been hospitalized in Mexicali (there is no hospital in San Felipe anymore).

We will be doing more research before deciding whether to drop our Blue Shield policy or not.

I am a non-polical person.  I do my best to avoid the debates between parties and I don’t believe someone like myself who is not actively partiscipating in the struggle to change the system has a right to bad mouth the efforts of those who are devoting their lives to working for change.  So up til now I have kept quiet about the health care bill.  However this week the health care issue has struck close to home.  My husband and I received news that our current health insurance program is looking at a rate increase of 37%.  This jump will take our monthly insurance premium from $843 to over $1000.  As a result our reps are looking for alternative coverages and we are looking to obtaining medical care in Mexico instead of the States.

How else can retired people afford these can of increases?  Our retirement income has a cost of living increase built in… I think it is 2%.  That certainly isn’t going to cover even the raising cost of food, nevermind this insurance jump.

What I don’t understand is where this money goes to.  I look at the statements I get showing how much my doctor receives and the amount the insurance pays her isn’t going up, sometimes it  is going down.  So where is the increase going?

CHIPRA Funds Increased to Provide Health Insurance for Low Income Families

With unemployment in the double digits more and more families are finding themselves without health insurance, which in the past had been provided by their employer. Even those who still have jobs do not always have health insurance benefits

with those jobs.  88% of the uninsured children in the United States are in families which have at least one working parent.

Now on the anniversary of the signing of the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA) we are told that 1 out of  9 children in the United States  still has no health insurance.

The good news is that according to CHIPRA’s own studies 5 million of these 8 million children, could now qualify for Federal and State programs under Medicaid or the Children’s Health Insurance Program (CHIP).  Under the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA), signed by President Obama one year ago today on February 4, 2009, an additional CHIPRA an additional $33 billion in federal funds have been designated to provide medical coverage for children over the next four and one-half years (2009 – 2013). CHIPRA’s mission indicates it was “designed to provide coverage to uninsured children and make sure they stay enrolled and have access to high quality care.”

Even though this bill was passed nearly a year ago, many parents are still unaware that because of this increase in federal funds their children may now be qualified for low income health insurance.

As a single mother in the 80′s and 90′s, I was fortunate through most of that time to have an employer based health program, however my daughter has not been so fortunate.  Through most of my grandchild’s life, my daughter and her husband were self-employed and usually assumed they would not be qualified for state sponsored medical programs.

People often believe they would not qualify for state medical aid because one or more of the parents are working.  It is a common misconception that one must be receiving a Welfare check to get Medicaid however that is not necessarily the case.  Even though each state sets up their own aid programs and the names of the state program and exact qualifications may vary,  in most states a family of four earning less than $44,000/year would be qualified for low income health insurance through  a CHIPRA funded program.

Is Affordable Health Care Almost Here?

Now that healthcare reform is almost reality, it’s time to identify the winners and losers. Overall, I feel the nation is a loser on this one. Big government programs usually result in massive corruption, mind-boggling inefficiencies, and shameful amounts of waste. And now we’re giving them our healthcare to manage? Yikes! Drilling down into the specifics we find the real winners and losers. It is interesting that the uninsured are both!

Lobster Slot Machine - Las VegasI have found 7 clear winners and 7 clear losers. The uninsured are on both sides of the ledger. They are winners because the people who currently can’t get insurance due to pre-existing conditions or just can’t afford it, will be given access. This is certainly a win. They are also our first loser. They will not get the benefit until 2013 or 2014. The house bill starts in 2013 and the senate bill 2014. Say hello to the speed of government!
The biggest financial winner is Wall Street. Have you noticed the rise in stock prices for insurance companies during this debate?

Health insurance will be mandated. If you can afford it you will be required to buy it and if you can’t pay for it, then taxpayers will. Either way, the insurance companies get the money.

The biggest financial loser is small business. They will have the choice of paying for employees health insurance or paying the government an 8% tax. They will also face rising premiums. This may be enough to close some small businesses, for others expect higher prices for their products/services.

Will there be enough doctors to go around?

There are still lots of unanswered questions in the bill regarding doctors. I look at the fact that we don’t have enough doctors in the system now and we are about to add 30 million patients into the mix. This makes it a win for quack doctors and a loss for conscientious doctors. The quacks need more patients and the conscientious doctors can’t take any more. This probably means the good doctors will be mandated to bring in more patients resulting in longer waits and reduced services.

With the additional people getting healthcare this will create more jobs. Whether it is a skilled nurse or a hospital janitor, more jobs right now is huge. The loser economically is the American people. You need medication if you think healthcare costs overall will go down with this reform.

The lawyers may be the biggest winners. This bill is a dream come true for all ambulance chasers. There are no limits whatsoever. The millions they get for malpractice suits will keep their butts in plush offices and fancy cars forever. I have a doctor friend that pays over $100,000 a year in malpractice insurance alone. Keep that in mind the next time you complain about the doctor bill.

Another group of losers in this reform bill are the terminally ill. Finding cures is not what this legislation is about. There may not be “death panels” but it is obvious that the terminally ill and elderly are not going to be a favored class.

It is truly Christmas for scammers and con-artists with this bill. We already know that Medicare is the biggest target for criminals. 60 Minutes reported back in October that Medicare fraud is a bigger business than illegal drugs! The proposed healthcare program makes Medicare look like a hot dog stand in comparison.

Polls show that 85% of Americans are happy with their insurance. All of these people are going to be losers. It will not be devastating, but there is a cost. Premiums will go up, services will go down, lines will be longer, doctor visits will be shorter, and we will more resemble countries with socialized medicine. If everyone can have access to medical care, maybe it will be worth it. Time will tell.

Politically, the big winner is Barack Obama. He will be viewed as the President who finally got it done. It doesn’t matter if it works or if its good. He pulled a Nike and “just did it”, and that is what counts in politics. The losers in this are the republicans. They had no voice and could not get the easiest things done. Eighty percent of Americans would like tort reform and they couldn’t even get that included.

Big government has won and free market has lost on this one. But honestly, the free market folks did not care or give one thought to the uninsured. I believe a free market is key for a vibrant growing economy, but if we let people starve in the streets, it’s not worth it.
